A generally accepted concept is that police are authorized to use force and even violence to counter rogue force and violence that disrupts the peace.
An unofficial concept is that a wealthy and powerful country can act as a world policing force. Such was Great Britain during the period known as “Pax Britannica” between 1815 and 1914. Such has been the United States since WWII. We get involved just about every time there’s a conflict that could “disrupt the peace” (meaning: disrupt extant power or commercial relations):
