The Japanese didn’t attack Pearl Harbor because they were mean or capricious. They attacked Pearl Harbor because the United States had been encroaching into their sphere of influence for decades.
After winning the Cold War the West was arrogant. It expanded NATO and continually encroached into the Russian sphere of influence.
Russia has been encroached upon and attacked by the West for centuries. Lacking sensitivity and replete with arrogance, the West has been provocative:

The United States will need Russia’s help containing a rising China. Current U.S. policy, however, is only driving Moscow and Beijing closer together. The U.S. and its European allies now face a choice on Ukraine. They can continue their current policy, which will exacerbate hostilities with Russia and devastate Ukraine in the process — a scenario in which everyone would come out a loser. Or they can switch gears and work to create a prosperous but neutral Ukraine, one that does not threaten Russia and allows the West to repair its relations with Moscow. With that approach, all sides would win.
